Im my opinion Olympic Gold Medals could be not counted... just because in that competition the full national teams are not allowed... otherwise you have to count also U21 competitions...

Well the first World Cups were also a bit funny...you could take part in them if you managed to travel to South America and many teams did not have enough money for the travel :p

For the 1930 Uruguay offered to pay for he travel and accomodations of all the teams. And before that dates we went to Europe, twice... maybe they just did not want to go.

I don't think uruguay and italy are that unknown in football.
1930 most (but not all) european teams were missing, uruguay was missing in 1934 + 1938, argentina in 1938. The only big team missing in all three competitions was england. Well, and new zealand :D
