the difference is that is not like: the manager of falcao negociating wich offer is better

as i have heard, Falcao couldnt say no if their owners and any club have an agreement. I guess there is some kind of exception like: "my minimun wage should be..", but Falcao cant say no ( as i have listened) .

That is impossible to believe. There is nothing special about Falcao's rights. Sometimes those rights are in the hands of a club, sometimes in the hands of two clubs, sometimes in the hands of a manager. However, Falcao has to agree with it. There is no way that he has absolutely no say in this, as that would be slave trade.
