The rule that you mentioned happend, after week 2 they were both get out of competition (that is why they did not play in week 3) after that they can come back if they click on the link on their youth page.
What i said should not have working that way, i agree with that. But is is also not cheating. There is no rule that they break. Greg simply should change some code to make it working different. But during the season for teams like those two above, i see no reason why they should not may play again in the same division.

I agree but after two weeks already out, they have a match organised for the 3rd week??? that is not ok for me. because another one team was excluded this week. so no equity.

It can indeed be used for cheating. Managers should always be places 1 league down if there is a free spot when they restart, if there isn't a free spot a team should drop even 1 league lower.

Today was Sokker update a bit longer than usual, in spite of that no prolongation for transfer deadlines.

Are You sure there were no prolongation? I had one player which bidding was going to end at 8:47 CET and it was moved to 20:47 CET and two ending about 12 which were moved by 6h
However that first player (the 8:47 case) disappeared from the office so maybe that was also Your case?

My player Temmen was placed 2 days ago on TL, at 19:44. In 22 minutes is dead line. I dont see Any prolongation in my case!

When I was able to login again the earliest transfers were at 17:00.
It is ok in my opinion that Your transfer was not prolonged. Server problems did not affect that transfer deadline at all, so why to prolong it? Would You like it to end in the middle of the night in Europe? At 3:44 for example?
Today's matches have not yet started ? 19:19 (+21 minutes)for mine , and still nothing ???
