In general, its purpose was to estimate price of players. So it was gathering sokker TL data and when user was looking for example for 20-24 3x12 ATT with good sides he could send that data (exact, without ranges) to service and get estimated price and similar players recently transferred on TL with their corresponding prices. Every matching player also had some grade (some neural network related value or sth like that) saying how close the player was to given values.
You may also try writing PM to ciury, he should be able to explain it better.
The service was able to estimate direct player via ID (if player was on TL) and theoretical player via given data (skills, age, etc.). The latter was the way to integrate service with SkUnk so anyone could easily estimate player value (using that service) with single click on player profile page (thanks to SkUnk extension).
