upper (and higher) skills get bolded in the Squad screen, and are blue in the Junior School.
Lower (and less) are grayed in the Sqaud, and red in the Junior School

Exactly that: Connection refused:

either Sokker is down or you have problems in your TCP/HTTP connection.
Just try again.
