I think it works like that:

- Matches with last team in the 2 groups with 7 teams do not count.
- Pot A and pot B for the group winners, pot C and D for the runner-up teams.
- Teams with most points land on pot A (pot C for the runner ups).
- If 2 teams have the same points, goal difference counts (?)

According to these criteria, we have the following situation:
